Dr. Elliot Mittler, who generously donated this collection, served as a principal investigator or consultant on a variety of floodplain management projects for the Federal Emergency Management Agency, National Science Foundation and several private, public and nonprofit organizations throughout his career. As an independent consultant in natural hazards and public policy, Mittler worked as the team leader in charge of community studies in the assessment of the FEMA Hazard Mitigation Grant Program for the Multihazard Mitigation Council of the National Institute of Building Sciences on behalf of the United States Congress. He completed the first independent assessment of the National Flood Insurance Program through a study of the disaster recovery process following Tropical Storm Alberto in Georgia’s Flint River Basin in 1995. Mittler received his AB in physics from the University of California at Berkeley and MBA and PhD in management from the University of California at Los Angeles. He was previously a faculty member at the University of Southern California, UCLA and University of Wisconsin at Green Bay.
