This project’s objective is to research, consult and document current systems in place for substantial damage determinations where a community’s capacity may be exceeded: 1) Volunteer local official cadre through state ASFPM chapter or other organization 2) EMAC and 3) HMTAP/FEMA contractor support and develop options for an optimized program that can maximize federal funds to leverage in-state capacity building. The approach will be to consult with stakeholders in the process through a scoping symposium (ASFPM chapter leaders, communities whose capacity has been exceeded, EMAC rep, FEMA); develop a white paper outlining pros and cons of each system of conducting these SD determinations where a community’s capacity is exceeded; and develop a conceptual design report that includes options for a system that maximizes local capacity building.
