Summary: A developer in Half Moon Bay did not get approval to develop property that he had purchased, leading to financial losses. It turns out, the stormwater management plan of the city of Half Moon Bay, CA, turned the parcel into a wetland. The developer had expected his development plans to be approved, because development plans on that area had been approved in the past. The developer sued the city and recouped his losses on the property. Had the city created their stormwater plan with No Adverse Impact in mind, this could have been avoided.
